No, you do not need to reinstall BUSY after restoring an old device. But you can check BUSY release should be updated in the latest version to fix bug related issues.

While opening BUSY I got a prompt to download something. What is it asking me to download? 

That window gives you information about the new update release of BUSY, so you can update your BUSY to the new release of BUSY and your BUSY will always be updated.

Does the new version of BUSY have any changes to the user interface or color scheme?
