For Enabling Cess of Mrp Features, see the following steps:
Step 1: Ensure BUSY Relese above BUSY 21 Relese 8.4
Step 2: Go to Administration. Click on Configuration.
Step 3: Now click on the Features option, then click the GST VAT tab.
Step 4: Enable Additional Cess in
Step 5: Create the Tax Category with Additional Cess
Step 6: Configure the Sale Purchase Type
Step 7: Create Bill Sundry Master for Add Cess on MRP
Step 8: Ensure the item master filed must have an MRP.
Step 9: Create Sales Transaction; Select Multirate Sale Type

If Cess is not applying in Bill sundry you have to do following steps to correct it.
 Step 1: Check is Cess bill sundry created or not if it's not created you have to create it by following the steps given below:
 - Go to the Administration tab.
 - Click on Master.
 - Click on Bill Sundry and then add and create the bill sundry of cess from there.

To enter multiple products with different cess percentages in BUSY, please follow below steps:
Step 1: Go to Administration then configurations and click on features and options.
Step 2: Go to GST/VAT enable Cess and save.
Step 3: Now go to Administration then masters and click on Tax Category. Enable Cess, mention the Cess rate there and enable Tax on MRP and save it.

To apply additional cess in purchase , you can follow these steps: 
Step 1: Go to Administration 
Step 2: Click on configuration then features/option 
Step 3: Then click on GST/VAT 
Step 4: Enable Cess and additional cess
By following these steps , you will be able to enable additional cess in BUSY.

To enable Cess in BUSY, you need to follow these steps:
Step 1: Go to Administration and click on Configuration.
Step 2: Select Features / Options then click on GST / VAT tab.
Step 3: Set Y on the option called Enable Cess, you can also enable additional cess if required then save.

The additional CESS applicable in GST for your product category depends on the specific rates set by the government. You can refer to the government guidelines or consult with a tax expert to understand the applicable CESS rates for your products.

No we cant apply cess on tax inclusive sale type you can either apply cess on tax rate wise 
sale type or in multirate

As per GST compliance there is no need to show % of CESS GSTR 1.
