4 Add the SQL port to the firewall.
5 Ensure that .NET Framework minimum version 3.5 is enabled.
6 Make sure you are logged into the system as an admin user.
7 Restart the system before initiating the SQL installation.

If showing timely fashion error while start sql services then have to replace template file in Data folder of sql and check port in sql server configuration manager then restart sql services. Further if still issue persist then may be template data is corrupted and need to reinstall sql.
