When you regenerate the voucher number then the previous ones get renumbered if any voucher is deleted.

No, you cannot deactivate multiple accounts at once in BUSY, You need to deactivate account master individually.
Why am I unable to delete the account from my company?
If your transactions exist with that account master you will not able to delete that account
