To delete user name in BUSY you can follow some steps:
Step 1: Go to Administration and then click on Users
Step 2: Now click on Modify or list option and select user.
Step 3: Now Delete user from F8 shortcut key.

To restrict users to view only report go to:
Step 1 : Click on administration
Step 2 : Then users

First : Check once you are login with Admin user or Sub user. 
Second : If if Admin user specified some restrictions regarding modification in Account master, So BUSY will not allow to save changes in Party master.

Step 1 : Click on administration

Step 4 : Give them the permission rights as you want to

To modify a user ID in BUSY Accounting software,
