Is GST Billing Software Mandatory?
The software itself is not mandatory for every business. However, GST-registered taxpayers must meet the compliance requirements that the software helps manage.
If e-invoicing applies to your business, you must report eligible invoices to the Invoice Registration Portal and obtain an Invoice Reference Number. As per Rule 48(5), an invoice issued by a person covered under e-invoicing in any manner other than the prescribed manner is not treated as an invoice.
E-invoicing applies to businesses with aggregate turnover above ₹5 crore in any financial year from 2017-18 onwards. This limit applies from 1 August 2023 under Notification No. 10/2023-Central Tax.
From 1 April 2025, businesses with AATO of ₹10 crore or more must report e-invoices within 30 days from the invoice date. The IRP may reject invoices older than 30 days for these taxpayers. For businesses below the e-invoicing limit, GST billing software may not be mandatory. But it still helps reduce errors in invoices, returns, ITC checks, and record keeping.

Failure to issue an invoice as per the Act or rules, or failure to account for an invoice in books, can attract penalty up to ₹25,000.
Example: Your buyer purchases goods worth ₹2,50,000 at 12% GST. The GST amount is ₹30,000. If e-invoicing applies to your business and the invoice does not have a valid IRN, the invoice may not be treated as valid under GST rules.
If the invoice also does not reflect correctly in the buyer’s GSTR-2B, the buyer may not be able to claim that ₹30,000 as Input Tax Credit for that period. For the buyer, this creates a cash-flow issue. For you, it can lead to payment delays, follow-ups, and pressure to correct the invoice or return data quickly.
Late filing also has a cost. Section 47 provides late fee for failure to furnish outward supply details or returns by the due date. This is why GST billing should not be treated as a basic admin task. It is part of tax control.
